A Public Chamber will be established under the Kurultai – who will join and what it will do

Tengrinews.kz — A 50-member public chamber will be established under Kazakhstan's Kurultai. To find out who will join and what its mandate will be.
According to Kurultai member Aidos Sarym, the public chamber is intended to serve as a permanent platform for dialogue between lawmakers and experts, scientists, civil society representatives, professional associations, and regional delegates.
Who will join the public chamber
The proposed membership of 50 people will include Kurultai members from all party factions, representatives of civil society, non-governmental and professional organizations, regional representatives, as well as experts and specialists from various industries.
If necessary, scientists, industry specialists, and representatives of government agencies and public associations may be invited to participate in specific sessions.
One of the chamber's primary tasks will be the expert review of draft laws at an early stage — the so-called "zero reading."

"This allows for a substantive discussion of a bill's main provisions, enabling adjustments and additions. It will ensure that alternative views, professional assessments, and potential comments or suggestions are heard in advance," Sarym said.

Experts will also be able to participate in legislative discussions alongside lawmakers and submit proposals for subsequent consideration by the legislature.
Can Kazakhstanis propose topics for discussion?
During a briefing, Sarym explained that the chamber's work will not be limited to legislation. Public members will be able to propose pressing social issues for discussion.
He noted that this practice has existed before. If initiators can justify the relevance of an issue, the chamber can schedule a dedicated session and invite government officials and experts with diverse perspectives.
Field sessions are also a possibility. Local communities and public councils will be among those able to initiate reviews of regional problems.
A dedicated page for the public chamber will be added to the Kurultai website. It will host information on upcoming events, materials, and proposals submitted for expert review.
How experts will be selected
There are no plans to establish rigid tenure or seniority requirements for future chamber members.

"There are no specific criteria. Naturally, we will strive to invite well-known, experienced individuals," Sarym stated at the briefing.

He added that selection will be based on expertise, professional experience, publications, and achievements. A database of approximately 100 experts has also been retained from the previous convocation (in the Mazhilis).
As a reminder: the Kurultai held its first plenary session on September 10. A media briefing followed, detailing what actions by members will be considered violations of professional ethics and the resulting disciplinary measures.
