Barking, odor and filth: neighbors describe Almaty apartment with dozens of dogs

Tengrinews.kz — Residents of an apartment building in Almaty say they have been complaining for several years about a neighbor who allegedly keeps dozens of dogs in her apartment. The animals reportedly bark constantly, run through the building’s common areas and relieve themselves both inside the apartment and in shared spaces. Neighbors claim apartments on the floors below are also being affected, according to KTK.
Residents say the 75-year-old woman regularly takes in stray dogs. Over time, more than 20 animals reportedly ended up living in her apartment.
Khamid Bayisov, who lives one floor below, said his apartment has repeatedly been flooded with animal waste.

“Animal urine, feces — it all drips onto the floor. Puddles collect here. We have started a complete renovation because it is impossible to live like this, and there is already a smell. The renovation the previous owners did just a year ago has been completely ruined,” he said.

Residents also complain about constant barking and say the woman sometimes lets the dogs out of the apartment. According to them, the animals run through the entrance hall and outside and may knock pedestrians over.
Another resident of the building claims the problem goes beyond noise and unpleasant odors.

“She throws feces out of the windows. There have also been cases when she threw the bodies of animals — puppies and dogs, both large and small — into the garbage. Neighbors said that when she goes outside, she has threatened them with an axe,” she claimed.

According to police, the woman has previously been held administratively liable. Officers from the Almaly District Police Department are currently conducting an investigation.

“A review is being carried out by officers of the Almaly District Police Department. Relevant government agencies and services have been involved. Appropriate measures will be taken under current legislation based on the results,” said Saltanat Azirbek, official representative of the Almaty Police Department.
