Authorities want to “clear” some defaults from Kazakhstanis' credit histories
Tengrinews.kz — Overdue pawnshop loans may no longer affect the credit histories of Kazakhstanis. The Agency for Regulation and Development of the Financial Market (ARDFM) has drafted a document to remove information regarding missed payments, fines, and penalties on microloans secured by vehicles and other movable property from credit.
Which delinquencies will be excluded from credit histories
According to the proposed amendments, credit histories will no longer display information about overdue payments on pawnshop loans secured by personal property, including vehicles.
Once the changes take effect, credit reports will no longer show:
the number of days past due;
the total amount of overdue payments;
accrued fines and penalties;
the date of the last payment.
Additionally, credit bureaus will be required to maintain the status of such loans as "active" until the borrower fully repays the debt and the contract is closed.
"When providing a credit report for a microloan agreement issued by a pawnshop against the pledge of movable property intended for personal use, the credit bureau shall ensure the credit report indicates an 'Active' status until the termination of the borrower's obligation and the microloan agreement," the ARDFM document states.
Furthermore, credit reports will now display real-time information regarding a borrower's voluntary self-ban on receiving new loans (or its removal).
The ARDFM draft resolution will come into force 10 calendar days after its first official publication.
