NSC intends to more actively attract talented youth

Tengrinews.kz — Kazakhstan is looking to scrap the minimum age requirement for recruiting young specialists into the operational units of special state agencies, including the National Security Committee. The age limit is currently set at 23, according to a correspondent report.
The move was announced during the Senate's review of a bill concerning the activities of special state agencies.

"The bill focuses on modernizing the system of special state agencies, including personnel policy, increasing service efficiency, and strengthening national security measures. At the same time, it is proposed to eliminate the age limit for recruiting young specialists into the operational units of special state agencies," Senator Sergey Karplyuk reported.

In this regard, the senator asked what additional selection, training, and oversight mechanisms would be established for specialists under 23, given the high level of responsibility, access to state secrets, and the specific nature of NSC operations.
Deputy Chairman of the NCS Almas Naymantayev stated that removing the age restriction does not mean lowering the standards for candidates.

"The selection of young specialists will be conducted on a general basis, with mandatory completion of all procedures established by law. This includes medical examinations, psychophysiological testing, assessments of professional and physical fitness, as well as an evaluation of moral and professional qualities," he said.

According to the deputy chairman, special background checks will also be conducted on both the candidates and their close relatives.

"Regarding access to state secrets, it will only be granted after all mandatory vetting procedures are completed and the appropriate clearance is issued," Naymantayev explained.

Adaptation mechanisms will be provided for young operational staff during the initial stage of their service. These include additional professional training, a phased transition to independent operational work, and supervision by experienced mentors.

"Overall, the amendments are aimed at expanding opportunities to attract the most talented youth," the security service representative noted.

He also explained the reasoning behind the specific focus on the under-23 age group.

"Currently, children mostly start school at age 6, graduate from secondary school at 16 or 17, and then graduate from university at around 20 or 21. Consequently, the gap between the ages of 21 and 23 prevents graduates from immediately joining the national security agencies and military formations after completing their higher education," Almas Naymantayev said.

Previously, we reported on the spring draft in Kazakhstan. A total of 21,000 people were planned to be called up for military service. Of these, 2,000 were destined for the NSC Border Service, and approximately 300 for the State Guard Service.
