Charges have been dropped against a North Charleston man accused of a fatal shooting last summer after the only eyewitness in the case was slain.

With a third shooting death this week, North Charleston’s rising gun violence continues to frustrate efforts to reverse it.

Davao City – Incoming President Rodrigo Duterte will try to end decades-old insurgencies by handing more power to the regions, creating a US-style federation of states to replace the nation’s strong central rule. Washington – US President Barack Obama asked Congress to ratify contentious UN maritime rules Thursday, hoping to strengthen his hand in a dangerous stand-off with Beijing over the disputed South China Sea.
