Republican Senator John Kennedy questioned the contracting process and whether Trump approved it. Noem said Trump knew and backed the plan. Trump said he did not know, and he was not thrilled. On Thursday, Trump nominated Oklahoma Senator Markwayne Mullin to replace Noem.
