A New Jersey judge has denied an effort to keep Robert F. Kennedy Jr. from running for president as an independent under the state’s sore loser law. Police are investigating why a man with a Pennsylvania address broke into a high voltage electrical vault in the basement of the Connecticut State Office Building and turned off circuit breakers. State troopers discovered the 43-year-old shortly after 5 p.m. Sunday after he activated an alarm. Both police and state officials said the man broke into the building’s transformer vault from an exterior hatchway and cut off power to some of the building’s systems. South Korea's spy agency says North Korean leader Kim Jong Un has regained weight and has obesity-related health problems including high blood pressure and diabetes. The National Intelligence Service told lawmakers that North Korean officials are looking for new medicines abroad to treat Kim's health problems. The 40-year-old Kim is known for heavy drinking and smoking and comes from a family with a history of heart problems. Both his father and grandfather, who ruled North Korea before his 2011 inheritance of power, died of heart issues.

Cambodia’s Defense Ministry and state media reports say that the wreckage of a Cambodian military helicopter that went missing more than two weeks ago with two pilots aboard has been spotted on a mountaintop. No survivors have been found so far. A statement on the Defense Ministry's Facebook page says the wreckage of the Chinese-made Z-9 helicopter was spotted on a mountaintop in the heavily forested Cardamom Mountains in Pursat province. It says recovery personnel have been sent to the crash site.

Vice President Kamala Harris is highlighting endorsements from mayors of border towns in swing-state Arizona. The endorsements on Monday come as she looks to blunt the impact of Republican attacks on her handling of illegal border crossings. At the Minnesota Regional Poison Center, calls from April through July were up 150% over the same period last year. Emergency services say at least eight people, some of them children, have been injured in stabbings in northwest England. Police say they detained a man and seized a knife. Merseyside Police say officers were called to an address in Southport, near Liverpool, and call it a “major incident.” But the police say there is no wider threat to the public. The North West Ambulance Service says medics treated eight patients with stab injures and they were taken to local hospitals.

The Israeli military says it is holding nine soldiers for questioning following allegations of “substantial abuse” of a detainee at a shadowy facility where Israel has held Palestinian prisoners throughout the war in Gaza. The military did not disclose additional details surrounding the alleged abuse. It says its top legal official has launched a probe. A High Court judge has upheld the British government’s emergency ban on puberty blockers. Justice Beverley Lang says in a ruling that a review commissioned by England’s National Health Service found “very substantial risks and very narrow benefits” of the treatment.
