A second barrage of rain hit Northern California Tuesday, causing flash floods and prompting evacuation orders in multiple areas. At least part of the blame fell on a weather condition known as an atmospheric river, a common occurrence in which narrow portions of the atmosphere snake through the sky, bringing rain, wind and snow as they travel.
