President Muhammadu Buhari has revealed that his administration is in talks with Niger Delta militants.
Speaking at a farewell audience on Thursday, July 21, with Michael Zinner, the outgoing Ambassador of Germany to Nigeria at the state House, President Buhari said his government is having a dialogue with the militants through oil companies and law-enforcement agencies, in a move to find a lasting solution to insecurity in the region.
Buhari also noted that his government is studying the instruments of the Amnesty Programme inherited from the previous administration, with a view to carrying out commitments made that were undelivered.

President Muhammadu Buhari has revealed that his administration is in talks with Niger Delta militants
He said: “We understand their feelings and we are studying the instruments.
“We have to secure the environment, otherwise investment will not come. We will do our best for the country.”
Buhari used the opportunity to thank the government of Germany for its continuing support to Nigeria in the efforts to tackle insecurity and the on-going rehabilitation and resettlement of displaced citizens in crisis areas in the North-Eastern parts of the country.
The president also thanked Nigeria’s neighbours for their firm support in the war against terror.
On his part, the outgoing German Ambassador, Zinner noted that bilateral relations between Nigeria and Germany “had improved very much in the last 12 months of this administration.”
He expressed the readiness of Germany to assist Nigeria in the rehabilitation process in the North East to help displaced persons return to their villages. He also expressed the eagerness of German businesses to invest in the country, now that “conditions for investment have been put in place”.

President Muhammadu Buhari had said his administration would rebuild Nigeria, including the Niger Delta region.
The president said the gazette on the Niger Delta amnesty programme by the Umaru Yar’Adua administration is being studied with a view to determining what had been fulfilled, promising that whatever is left would equally be addressed.
Militants in the Niger Delta region especially the Niger Delta Avengers have been blowing up pipelines in the region and has vowed to continue with this destruction until zero oil is produced in the region.
Following the re-occurring oil pipeline vandalism, Nigeria’s daily oil production has reduced to 680,000 barrels per day.
According to the Nigerian National Petroleum Corporation (NNPC), with the high level of vandalism by the Nigerian Delta Avengers, the infrastructure in the oil sector will not get back to work until after about 15 to 20 years.
