Two Navy SEALs received Silver Star medals in secret after the April 2003 rescue of Army Pvt. Jessica Lynch in Iraq, records obtained by USA Today show, although an expert on military commendations called the citations the possible result of "a race to submit recommendations before the end of perceived combat operations."
