Tengrinews.kz — Speaking at the first session of the People's Assembly (Halyk Kenesi) on September 24, the President of Kazakhstan addressed his "fixation" on cleanliness, public order, and environmental protection.
Kassym-Jomart Tokayev noted that progress in this area must not stop or slacken under any circumstances.
"You have probably already noticed my 'fixation' on issues of cleanliness, order, and love for nature. (...) History itself has proven that individuals, and even nations, cannot educate themselves alone. This is only possible through the family, school, society, and the state—primarily by instilling cultural and spiritual values. We are changing not only the appearance of our cities and the entire country but, more importantly, the national mentality. We are gradually moving away from indifference, apathy, and even aggression toward cleanliness, responsibility, and respect for nature," the President stated.
According to the Head of State, this will have a positive impact on the public mood of the majority of citizens across several generations, improving social well-being and ultimately serving as a catalyst for economic growth.
"The strength of 'Taza Qazaqstan' (Clean Kazakhstan) lies in its ability to unite society around a positive, creative agenda for years to come. Where it is clean and bright, people behave politely and decently. Where unsanitary conditions and mismanagement prevail, apathy and legal nihilism arise. This is the well-known 'broken windows' effect in global urban studies. Therefore, the 'Taza Qazaqstan' concept and the principle of 'Law and Order' are two parts of a single whole. It is impossible to demand compliance with the law in conditions of chaos and disorder," Tokayev said during his speech.
He also noted that a well-maintained urban environment acts like a strict teacher, setting high standards of behavior and educating people without lectures or excessive moralizing. Cleanliness fosters a sense of dignity and confidence in the future among citizens.

"Everything is interconnected: cleanliness and order on the streets foster creative attitudes and social optimism in society, which ultimately lead to the growth of the country's prosperity. We must create the conditions for a final transition from social paternalism to responsible partnership," the Head of State noted.
According to him, the country's transformation starts small: with a prosperous village where residents have elected a capable, active, and progressive akim (mayor); with a cohesive property owners' association managing its own building; and with volunteer and charitable initiatives that improve citizens' lives.
During his speech, President Tokayev proposed toughening punishments for polluting nature and public spaces.
