Kazakhstan and China conclude 14-year negotiations on “Khorgos“
Tengrinews.kz — Kazakhstan and China have signed an intergovernmental agreement to ensure security and law and order at the Khorgos International Center for Boundary Cooperation (ICBC). Negotiations on the document lasted 14 years.
Key provisions of the agreement
While official reports from the Ministry of Internal Affairs did not disclose details of the negotiation process, Ministry spokesperson Shyngys Alekeshev explained to our editorial office why this agreement is of particular significance.
"This is a truly vital document. Negotiations lasted 14 years, during which time it was necessary to coordinate a wide range of issues between the two states. Ultimately, during Interior Minister Yerzhan Sadenov's current visit to Beijing, the parties were able to finalize this work and sign the intergovernmental agreement," Alekeshev stated.
According to the spokesperson, the document primarily establishes a clear legal framework for joint operations within the Khorgos ICBC territory.
"Khorgos is a unique border zone where the interests and jurisdictions of two states intersect daily, and where large numbers of people circulate. It is therefore crucial to understand who acts and how when security issues arise. The agreement establishes a cooperation mechanism for the competent authorities of Kazakhstan and China to exchange information more rapidly, prevent offenses, and respond to specific situations," the Ministry representative explained.
The Khorgos ICBC is a key hub for interaction between Kazakhstan and China, frequented by tourists and shoppers.
