Kazakhstan’s healthcare goes online: what patients can access now
Tengrinews.kz — Kazakhstan is continuing the digital transformation of its healthcare system. According to the Ministry of Healthcare, digital solutions already cover the work of medical organizations, doctor appointments, the issuance of certificates and prescriptions, patient health monitoring and control over medicine supplies, citing the government press service.
Workload on healthcare workers reduced
One of the key results has been the introduction of a digital healthcare resource management platform that brings together information on medical organizations, staffing, medical equipment and infrastructure.
The unified digital system now contains data on more than 21,300 medical organizations, 275,000 healthcare workers and over 141,000 pieces of medical equipment. Integration with government and personnel systems has reduced the need for manual data entry. According to the Healthcare Ministry, the administrative workload on healthcare workers has decreased by 30–40 percent.
Digital profiles are being created for medical organizations, combining information on licenses, personnel, departments, buildings, beds and equipment. The same platform is also being used to develop digital monitoring of compliance with licensing requirements.
Pilot projects have already identified medical organizations that fail to meet certain licensing requirements. Automated verification of qualification documents has also significantly reduced the number of specialists with expired certificates.
88 percent of medical services available electronically
For patients, digitalization primarily means fewer paper documents and fewer visits to registration desks.
In 2025, more than 215 million public services were provided within the healthcare system, of which 190.8 million, or 88 percent, were delivered electronically. Twelve types of medical certificates have been digitalized, and five of them are now issued exclusively online.
In 2025, Kazakhstanis received more than 8.5 million electronic medical certificates. A total of 5.6 million people used online doctor appointment services.
Digital tools are also being used to manage waiting lists. In particular, waiting times for some diagnostic procedures have been reduced: the waiting period for PET/CT scans fell from three months to two weeks.
Going forward, this approach will be expanded through the introduction of a unified doctor appointment schedule based on an online booking system, allowing patients to see available time slots and choose the nearest convenient appointment time.
Health of millions of children and women monitored digitally
Digital monitoring already covers around 7 million children and 4.3 million women. The analysis is carried out using 80 critical indicators.
Pregnancy records have been converted into electronic format and are available through eGov Mobile. In addition, around 3.6 million people are under dynamic medical monitoring. Doctors can view information about a patient’s hospitalizations, prescriptions and treatment orders regardless of the region where the person seeks care.
This means digital tools are being used not only to record medical care that has already been provided, but also to identify patients who may require additional monitoring.
Digital labeling helps track medicines
Digital tools are also being used in the pharmaceutical supply system. They make it possible to track medicines from the manufacturer to the patient, monitor stocks and identify violations.
Personalized planning of medicine needs already covers around 2.1 million patients and 692 medical organizations.
In 2025 alone, the labeling system helped identify more than 21,000 units of pharmaceutical products being sold illegally.
The digital Social Wallet service is also being developed. Last year, more than 13.8 million digital prescriptions were issued through the service.
Digitalization has also extended to regulatory procedures in the pharmaceutical market. Since September 2025, the registration of medicines and medical devices has been carried out through a “single-window” system. As of August 4, 2026, 63 agreements had been concluded under the accelerated drug review procedure, while 20 applications had been submitted. Manufacturer prices are also being registered digitally.
The integrated service has significantly reduced the time required to register medicines and medical devices — from standard procedures that could take up to two years to 100 working days. Under the accelerated procedure, registration can take as little as 15 working days.
There is also a mechanism for recognizing the registration of medicines already approved by regulatory authorities in the United States, the United Kingdom, European Union countries, Switzerland, Canada, Japan, Australia, South Korea, Saudi Arabia and Singapore. This means Kazakhstan does not need to conduct a full repeat assessment of a medicine if it has already undergone the necessary regulatory procedures in those countries.
As a result, digital solutions now cover the entire medicine supply lifecycle — from calculating demand and monitoring the movement of drugs to their registration and dispensing to patients. This makes the system more transparent, shortens regulatory procedures and strengthens oversight of the legal circulation of medicines.
Sanitary and epidemiological control is also going digital
In 2026, the transition of key sanitary and epidemiological service processes to a unified digital ecosystem was completed.
The system contains information on around 202,000 facilities subject to state oversight. Around 198,000 users are registered, including approximately 114,000 representatives of businesses and medical organizations.
In the first half of 2026, the volume of reporting generated digitally increased by 47.7 percent. This reduced manual document processing by 23.8 percent.
Preparing recommendations for businesses, which previously took up to two days, now takes around 15 minutes.
The system automatically identifies facilities with elevated risk levels, missing permits, violations of mandatory medical examination deadlines and other irregularities.
Electronic personal medical records are also available digitally. Employers and sanitary and epidemiological authorities can verify whether medical examinations are up to date without requesting paper documents.
As a result, state sanitary and epidemiological control is becoming faster and more preventive: digital tools make it possible to identify risks more quickly, reduce manual work and move government-business interaction into a more convenient electronic format.
Digital Monitoring Prevented 10.6 Billion Tenge in Unjustified Medical ServicesDigitalization is also being used to control healthcare spending and the Mandatory Social Health Insurance system.
Digital patient identification has been introduced in 1,950 medical organizations. Almost 73 percent of appointments are conducted using Face ID and electronic documents.
According to the Ministry of Healthcare, in 2025 these mechanisms helped prevent unjustified medical services worth around 10.6 billion tenge.
The Unified Medical Care Payment System automatically verifies services submitted for payment and identifies inconsistencies.
More than 1,900 medical organizations to be integrated into a single system
The next stage of digitalization will be the transition to the Unified State Medical Information System (USMIS). More than 1,900 medical organizations are expected to be connected to it. Plans also include creating a single working interface for healthcare professionals and introducing an AI assistant.
For doctors, this is expected to simplify access to medical information and services, reduce the need to switch between different systems and eliminate duplicate data entry.
For citizens, further development of the Densaulyk portal and mobile services is planned. These platforms are expected to provide access to key medical services and information, including doctor appointments, medical records, prescriptions and health information.
The Ministry of Healthcare notes that the next stage will involve combining the digital solutions already created into a unified healthcare model — from prevention and seeking medical care to diagnosis, treatment, medicine provision, financing and quality control.
