Inspection procedure for vehicles imported into Kazakhstan to change
Tengrinews.kz — Kazakhstan has changed the rules for inspecting laboratories that test vehicles in order to issue certificate of motor vehicle construction safety (SBKTS), according to the Ministry of Trade and Integration.
Specialists from the National Accreditation Center will now photograph and film the equipment used by such laboratories, as well as the testing process itself.
Simply put, during inspections specialists must make sure that the laboratory actually has all the necessary equipment and conducts the tests itself.
Each piece of equipment is recorded separately. Photos and videos capture its serial number, condition and main specifications. This is intended to prevent equipment from simply being brought in from another laboratory temporarily for the inspection.
“Photo and video materials also help eliminate disputes after an assessment by providing objective confirmation of what equipment was used and how the tests were conducted. Recording is carried out only with the consent of the accredited entities and within the framework of concluded agreements,” the National Accreditation Center said.
Control tests are also recorded on video. This allows specialists to see how the laboratory operates in practice, what equipment it uses and whether it has the necessary qualified personnel.
For now, the procedure is operating in a pilot mode. It is already being applied not only to laboratories involved in issuing SBKTS certificates, but also to other testing laboratories. A total of 55 laboratories have already been inspected under the new procedure.
In the future, authorities plan to make photo and video recording mandatory. The relevant changes are expected to be incorporated into legislation.
