Tokayev held a meeting of the Security Council
Tengrinews.kz — Kassym-Jomart Tokayev chaired a Security Council meeting on the development of the critical materials industry, including rare and rare-earth metals, citing an Akorda statement.
The President emphasized Kazakhstan’s leading position in Central Asia in terms of resource and production potential, noting the necessity of leveraging it in the state's interest.

"The current global situation creates favorable, even unique, conditions for those possessing reserves," Kassym-Jomart Tokayev stated.
He also highlighted that global competition for access to critical materials, which are strategically vital for high-tech industries, is intensifying.

Under these circumstances, Kazakhstan must effectively utilize its resource and industrial potential by consistently developing its own expertise and production chains.

During the meeting, government members delivered reports on the current state of the industry, resource base development prospects, processing advancements, and existing barriers.
Following the session, the government and relevant state bodies were given specific instructions to establish a systematic vision for industry development, enhance regulation, advance geological exploration and processing, integrate technogenic mineral formations into the economy, develop laboratory and human resource capacities, and eliminate administrative hurdles.
Notably, in the autumn of 2025 in Tashkent, during the 7th Consultative Meeting of the Heads of State of Central Asia, Kassym-Jomart Tokayev highlighted the prospects for cooperation in the extraction and processing of rare-earth metals..
At that time, the President of Kazakhstan noted that Central Asian states possess significant but under-explored reserves of such resources.
"We could join forces to attract advanced technologies to the region and implement innovative solutions. Kazakhstan has proposed establishing a Regional Research Center for Rare Earth Metals in Astana to provide investors with up-to-date information on available deposits and extraction technologies," Tokayev said previously.
