Astana residents warned of new bans for electric scooters
Where and how to ride now
Starting August 25, 2024, electric scooter users must use bike lanes and cycling paths. If these are unavailable, they must ride along the right edge of the roadway or the shoulder (as stipulated by traffic regulations).
Strict conditions remain in place for riding on the roadway:
Age: 18 years or older.
License: Possession of a driver's license of any category.
Equipment: A fastened safety helmet and reflective elements during dark hours.
"Astana Prosecutor's Office officials noted that the most common violations by e-scooter users include entering the roadway without a driver's license, speeding, and failing to comply with intersection crossing requirements. Carrying passengers on a scooter poses a particular danger," the capital's police department stated.
How kick-sharing operators are tightening control
Meanwhile, rental operators are also stepping up enforcement. Since July 1, registration in these services requires an Individual Identification Number (IIN). Access is prohibited for those under 18. Furthermore, accounts belonging to parents who allow minors to use scooters are being blocked without appeal.
Carrying passengers also results in a ban; only one person is permitted on an electric scooter at a time.
Leaving a scooter in the middle of a sidewalk, on a crosswalk, on the roadway, or in a bike lane is prohibited—violations result in fines and account suspension.
The Ministry of Internal Affairs first discussed the new ban in the spring. At that time, it was reported that electric scooters would be registered and issued license plates.
