Important bills should be subject to public discussion, president says

Tengrinews.kz – President Kassym-Jomart Tokayev has said that important draft laws should be put up for discussion with the participation of experts and responsible civic activists. The Head of State made the statement at a joint session of the chambers of Parliament while speaking about the future work of the Kurultai and the development of an electronic parliament.
According to Tokayev, this is an important task because it will determine Kazakhstan’s readiness to compete globally.

“I hope that the Kurultai can become a leading driver of technological progress,” the President said.

The Head of State recalled that he had first raised the issue of implementing a full-fledged electronic parliament system at the first meeting of the working group on parliamentary reform in October last year.

“If Kazakhstan already ranks among the world’s top 25 countries in terms of e-government development, then the establishment and development of an electronic parliament will require serious efforts,” Tokayev said.

The President noted that the newly elected deputies will need to adopt a new approach to lawmaking by using predictive analytics, modeling economic consequences and social risks, and managing big data.

“Important draft laws should be brought up for discussion with the participation of experts and responsible activists. At the same time, digital tools must be used, which will significantly expand the number of participants in these discussions and turn them into genuinely public debates,” the Head of State emphasized.
