Can schoolgirls wear makeup - what the Ministry of Education says
Tengrinews.kz —There is no direct ban on makeup for schoolgirls in the mandatory school uniform requirements. However, schools may include such restrictions in their own charters or internal regulations. This was announced at a CCS briefing by First Vice-Minister of Education Shinar Akparova.
Journalists inquired whether schoolgirls are indeed prohibited from wearing makeup to class and if their parents could be fined for such violations.
Akparova noted that mandatory school uniform requirements are in effect in Kazakhstan. Uniforms are categorized into daily, formal, and sportswear. The specific colors and styles are determined by the school in coordination with parents and members of the board of trustees.
"Regarding makeup, there is no specific ban in the official order. However, there are standard internal regulations and school charters. To ensure a uniform approach, schools can specify in their rules that children must be on the premises without makeup," Akparova stated.
According to the Vice-Minister, such restrictions are also motivated by concerns for children's health.
At the same time, Akparova emphasized that administrative liability applies to violations of mandatory school uniform requirements. The order also explicitly prohibits wearing clothing and accessories with hardware or embellishments that could cause injury.
When fines can actually be imposed
Makeup itself is not listed as a uniform violation in the current order. Consequently, parents cannot be fined solely because their daughter came to class wearing makeup.
Nevertheless, students are required to comply with the school's charter and internal regulations, as well as the approved school uniform requirements.
It was previously reported that a child cannot be barred from classes due to a school uniform mismatch. However, for systematic violations of established requirements, parents may first receive a warning, followed by a fine of 5 MCI. In 2026, this amounts to 21,625 tenge.

However, the Vice-Minister did not specify whether violating a school-imposed makeup ban could serve as an independent ground for administrative liability. She linked the fines specifically to non-compliance with the mandatory school uniform.
