Rwanda has started to use satellite imagery and strict land rules to protect farmland in its capital, Kigali, as development expands. Since September, the government has been mapping agricultural land and tracking new construction near farms and forests. Developers who encroach on land meant for agriculture face fines of up to $3,000 and jail terms of up to six months. City data shows Kigali has set aside about 22% of its land for agriculture. Developers must add gardens and green space. Leaders also promote urban farming. Some residents use vertical gardens and hydroponics to grow food on less land.
