The European Union's top diplomat says Russia's massive military spending suggests that President Vladimir Putin plans to use his armed forces again elsewhere in the future. EU foreign policy chief Kaja Kallas said Wednesday that Europe is already under attack from Russian acts of sabotage and cyberattacks. Kallas told EU lawmakers that Russia spends more on defense than the 27 EU nations combined. She said that this year Moscow would invest more “on defense than its own health care, education and social policy combined.” Kallas said that means it's “a long-term plan for a long-term aggression.” Concern is mounting in Europe that Russia could try to test NATO’s collective security guarantee.
