The Russian government will allocate 35.6 billion rubles to Rostrud from the reserve fund to pay unemployment benefits in the Russian Federation until the end of 2020, according to a draft Cabinet order developed by the Ministry of Labor (available at the disposal of TASS). “This draft decree of the government of the Russian Federation proposes to allocate budgetary allocations to the Federal Service for Labor and Employment in 2020 in the amount of 35.6 billion rubles to provide the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur with subventions for social payments to unemployed citizens. applications of the constituent entities of the Russian Federation for the projected cash execution of subventions in October – December 2020, “the document says.
It is also noted that at present 165.7 billion rubles are allocated in the federal budget for the implementation of social payments to the unemployed. As of October 12, 152.8 billion rubles (92%) have been spent, the balance of funds is 12.9 billion rubles. At the same time, for 12 days in October 2020, the cash expense amounted to 8.5 billion rubles. In addition, in 82 constituent entities of the Russian Federation more than 80% of the envisaged funds were spent, of which in 69 regions – more than 90%, in another 15 constituent entities – more than 95%. According to the document, the constituent entities of the Russian Federation had arrears in payments to the unemployed for the previous months due to the fact that “the necessary information was not always provided on time for interdepartmental cooperation, due to the large flow of appeals, employees of employment centers did not have time to process information in time, there was no funding” …
Also, as specified in the draft decree, in October, the payment of the increased unemployment benefits established in connection with the coronavirus pandemic for September 2020 is still ongoing. Earlier, in the draft order of the Cabinet of Ministers in September, it was said about the decision to allocate 35.3 billion rubles from the reserve fund to Rostrud for unemployment benefits. According to the calculation of the Ministry of Labor of the Russian Federation, the allocated 35.3 billion rubles should have been enough until mid-October 2020.
In April, Russian President Vladimir Putin announced the introduction, among other support measures, of additional payments to registered unemployed of 3,000 rubles for each child under 18 years of age. Currently, the maximum amount of unemployment benefits in the amount of the minimum wage – 12,130 rubles – is set until the end of 2020, and the period for the payment of an increased minimum benefit in the amount of 4,500 rubles is until October 1, 2020. Initially, the maximum amount of unemployment benefits was 8 thousand rubles, and the minimum – 1.5 thousand rubles.
