COLUMBUS — The Ohio Senate on Wednesday handed Gov. Mike DeWine the second and third vetoes of his administration by insisting on bills barring transgender medical care for minors, prohibiting those born biologically male from participating in female interscholastic sports, and banning local regulation of tobacco.
