Congressmen Horsford and Miller introduce bill to restore full gaming loss deduction
A new bill has been introduced in the United States, with the aim being to restore the long-standing rule allowing gamers to deduct 100 percent of their losses against their winnings.
The H.R. 6985 Bill has been announced by Congressman Steven Horsford and Congressman Max Miller and it has been referred to the House Committee on Ways and Means.
It’s the Internal Revenue Code that has long allowed full gaming loss deductions up to the amount of a player’s winnings, before a provision in the Republicans’ “Big Beautiful Bill” cut those loss deductions to 90 percent.

Duo speak out on gaming loss deduction, saying it threatens Nevada’s gaming industry
In the duo’s announcement about the introduction, the press release suggests this forces “people to pay taxes on money they never actually earned.” According to the release, this change could threaten Nevada’s gaming industry, along with its tourism sector, and the broader economic activity.
Speaking on why they’ve introduced H.R. 6985, Congressman Horsford says: “Taxing people on money they never actually earned is fundamentally unfair and harmful to Nevada’s economy.
“This policy would drive tourism across our state elsewhere. There is strong bipartisan agreement that this provision was a mistake, and Congress must act to correct it.”
“The FULL HOUSE Act is about basic fairness in the tax code,” said Congressman Miller.
“Americans should not be taxed on money they didn’t actually take home. By restoring the full deduction for gambling losses, this bill ensures the IRS treats taxpayers honestly and consistently. I’m proud to lead this bipartisan effort with Congressman Horsford, and I urge my colleagues to support this common-sense fix.”

The bill comes just days after Congresswoman Dina Titus, who represents the First District of Nevada, shared that the Chairman of the House Appropriations Committee, Tom Cole, has co-sponsored her legislation to “rightfully restore the tax code for gamers.”
