Nearly 200 absentee ballots in Wisconsin's capital went uncounted after the November 5 election. State election officials are investigating if city clerk Maribeth Wetzel-Biehl broke the law. This follows an earlier error where up to 2,000 duplicate absentee ballots were sent. The outcome of races or referendums was not affected.
