A Chinese foreign ministry spokesperson criticized the U.S. for promoting the "China nuclear threat narrative" to gain strategic advantage. The New York Times reported that President Biden approved the plan in March, which also prepares for potential nuclear challenges from Russia and North Korea. Despite the report, the White House maintains that the strategy is not targeted at any single country.
