The basement of Rao's IAS Study Circle in Old Rajendra Nagar, where three civil services aspirants drowned in a flood, was operating illegally as a library, officials revealed. The basement was officially designated for parking and storage, according to the building plan and fire department No Objection Certificate (NOC).
