UPDATE, 3:28 p.m.: Sgt. Vicki Cervantes of the San Bernardino Police Department told the press that the number of injured has now increased to 17.
Cervantes added that there were reports that shots were fired and officers were involved, and that a suspect may be down, though it’s unclear whether that’s related to the shots fired. It is currently uncertain if that situation is related to the shooting earlier Wednesday.

UPDATE 2:01 p.m. PT: At a press conference, San Bernardino Police Chief Jarrod Burguan confirmed there have been 14 fatalities and an additional 14 people injured in Wednesday’s shooting, cautioning that the numbers could change.

“Up to three” gunman fled the scene after the attack, potentially in a dark-colored SUV, and are still at large, Burguan said in a press conference. The suspects used long guns, not handguns.
“They came prepared to do what they did, as if they were on a mission,” said Burguan.
Burguan described several objects discovered inside the building which were not immediately identifiable, and there are bomb technicians to assess the situation.

FBI spokesperson David Bowdich indicated there is no information on whether this was a terrorist incident.
UPDATE 1:11 p.m. PT: San Bernardino Police Department’s Sgt. Vicki Cervantes gave an update, saying law enforcement are still in the process of removing victims and eyewitnesses from the building, they’ll be taken to a secure location to be interviewed.
She confirmed multiple fatalities in the incident, though did not give a number.
There was some kind of function or event at the Inland Regional Center, where the shooting took place. “Multiple shooters came in and just started shooting,” said Cervantes who added that SBPD were told at least one suspect may have fled the scene in a black SUV.

Law enforcement officials are responding to reports that up to 20 people have been shot on Wednesday morning at the Inland Regional Center, located in the 1300 block of S. Waterman Avenue in San Bernardino, California.
The San Bernardino city police and fire departments are on the scene. The San Bernardino County Sheriffs Department (SBCSD) has confirmed one to three possible suspects, who have not yet been apprehended or identified.

The ATF and FBI also responded to the incident.

Eyewitnesses reported that the suspects wore ski masks and potentially body armor, according to ABC 7. The station also reported eyewitness accounts that the gunmen were carrying rifles.
The IRC provides social services — medical and health — to individuals with developmental disabilities and has roughly 670 staffer serving more than 30,000 members.
The facility is 60 miles east of Los Angeles.
The San Bernardino County Sherriff’s office tweeted out a warning to local residents to stay away from Orange Show Rd and Waterman Ave near Park Center, saying the scene was “VERY ACTIVE.”

Video broadcast by Los Angeles television station KABC-TV showed heavily armed SWAT units running near the scene of the crime.

Tents were set up at the nearby Loma Linda University Medical Center, in preparation for the victims’ arrival.
President Barack Obama has been briefed on the incident by an adviser, according to media reports.
