The current authorities of Armenia bear a historical responsibility and are obliged to make diplomatic efforts to prevent the danger of complete isolation of the Armenian state in the region and loss of subjectivity. To solve this problem, the first and inevitable condition is to have a clear position in the negotiation process and demonstrate principled behavior, reads a joint statement by political forces of Artsakh and Armenia.
"We, the undersigned, demand that the Armenian authorities, within the framework of the negotiation process, include in the foreign policy agenda the issue of realizing the right of the people of Artsakh to collectively return to their places of permanent residence under international security guarantees. The ethnic cleansing of the Armenian population of Artsakh is the result of a gross violation of international law by Azerbaijan. "Today there is no international actor who can deny the right of the Armenian side to bring this issue to the attention of the international community and include it on the agenda of discussions. To live freely in their thousand-year-old homeland, without obstacles and with international guarantees, is the inalienable right of the people of Artsakh," the statement says.
According to the distributed document, collective return is provided for by international fundamental conventions and documents, as well as decisions of the International Court of Justice on Artsakh. "There can be no hope for peace in the South Caucasus, much less a guarantee, until the Armenian side formulates and puts on the agenda this fair demand. Proof of this is the behavior of Azerbaijan and the futile attempts of the Armenian side to achieve peace. It is impossible to achieve peace and settlement in a situation where one of the parties is deprived of the opportunity to defend its interests. We are confident that the establishment of stable peace in the region can only be achieved with the collective return of the people of Artsakh under security guarantees from international actors. We are confident that all subjects of the region understand this. The responsibility of the Armenian government, at least in this matter, is to demonstrate diplomatic skill and political will in favor of neutralizing existential threats to Armenia and the Armenian people," the statement, signed by the ARF Party, the Artsakh Justice Party, emphasizes.
