Recent forecasts for rising oil prices are producing a disincentive for the Organization of Petroleum Exporting Countries (OPEC) to cap production at their upcoming meeting in Vienna this week, UAE Ambassador to the United States Yousef Al Otaiba told Sputnik on Tuesday.
