Congressional legislation to sort out the broad issue of privacy vs. public safety would be welcome, but courts are best able to sort out a conflict over access to an Apple iPhone used in a terrorist attack, Federal Bureau of Investigation (FBI) Director James Comey told Congress on Tuesday.
