Tokayev signs three new laws in Kazakhstan

Tengrinews.kz – President Kassym-Jomart Tokayev has signed several new laws, their texts to be published in print, citing Akorda.

Among them is a law ratifying the Framework Partnership Agreement between the Government of Kazakhstan and World Bank Group institutions, including the International Bank for Reconstruction and Development, the International Finance Corporation and the Multilateral Investment Guarantee Agency. The agreement aims to expand cooperation to support sustainable development and economic growth in Kazakhstan.

As previously reported, the ratification is intended to strengthen cooperation with the World Bank Group and advance sustainable development goals. The document предусматривает expanding financing tools for projects focused on economic growth, infrastructure development and improving quality of life.

The partnership also includes support for macroeconomic and fiscal stability, development of agriculture, improved access to financing for small and medium-sized businesses, infrastructure modernization, as well as the development of innovation and digital technologies.

The President also signed a law ratifying amendments to Articles 50 and 56 of the International Civil Aviation Organization Convention on International Civil Aviation.

Ratification of these protocols will allow Kazakhstan to play a more active role in shaping international aviation policy and create conditions for promoting the country’s candidacy to ICAO governing bodies.

In addition, Tokayev signed a law introducing amendments to improve workplace safety, protect labor rights and enhance social protection.

The law is aimed at strengthening labor protection legislation, improving occupational safety systems and enhancing social welfare mechanisms. It introduces amendments to several codes and laws regulating public administration, procurement and the licensing system. The document also предусматривает licensing of special social services, expanding the powers of local councils in awarding the title of “Honorary Citizen,” and changes to public procurement procedures, including contracts from a single source for assessing the need for social services.

Earlier, on March 26, Tokayev also signed several other laws, including one on ratifying an agreement on a harmonized system for determining the origin of goods exported from the Eurasian Economic Union.

This agreement is expected to streamline export regulation mechanisms for EAEU countries in third-country markets. It introduces unified approaches to determining and verifying the origin of goods, as well as digital systems for real-time certificate verification, which will significantly simplify access for Kazakhstani products to international markets.
