Tokayev sets deadlines for adopting laws under the new Constitution

Tengrinews.kz — President Kassym-Jomart Tokayev held a working meeting on the implementation of the new Constitution.
A working meeting was held at Akorda on the implementation of the provisions of the Constitution of the Republic of Kazakhstan, adopted at the national referendum on March 15, 2026.
The President noted that today he signed the decree “On measures for the implementation of the Constitution of the Republic of Kazakhstan adopted on March 15, 2026.” Kassym-Jomart Tokayev stressed that extensive work lies ahead to bring the provisions of laws and other regulatory legal acts into line with the Constitution.

“The President drew attention to the fact that, as a matter of priority, the laws necessary to ensure the functioning of all branches of power in accordance with the new Constitution should be adjusted. In total, six constitutional laws must be adopted, as well as three laws on amendments and additions to other legislative acts. Given the date the Constitution enters into force, the relevant laws should be adopted before the end of the parliamentary session,” the Akorda press service noted.

The President instructed that the laws be drafted and adopted in a timely and high-quality manner. The government must also promptly revise subordinate regulatory legal acts.
The meeting was attended by Senate Chairman Maulen Ashimbayev, Mazhilis Chairman Erlan Koshanov, Prime Minister Olzhas Bektenov, State Counselor Erlan Karin, Head of the Presidential Administration Aibek Dadebay, Presidential Aide for Legal Affairs Yerzhan Zhiyenbayev, and Justice Minister Erlan Sarsembayev.
Tokayev announces administrative amnesty
It should be noted that on March 17 in Astana, during a ceremonial event dedicated to the adoption of the Constitution, Kassym-Jomart Tokayev announced an administrative amnesty. He stated that the People’s Constitution is, in essence, a strategic mandate of trust and a new social contract aimed at long-term goals and horizons of progress.
Therefore, as the President noted, Kazakhstan is entering a qualitatively new stage of development. Consequently, a reset in relations between the state and citizens lies ahead.
