Kazakhstan signs Digital Code
Tengrinews.kz – Kazakhstan has officially signed the Digital Code, according to the presidential press service Akorda.
The Digital Code of the Republic of Kazakhstan was signed by President Kassym-Jomart Tokayev.

It is worth noting that in October 2025, during his speech at the plenary session of the International Forum Digital Bridge 2025, Tokayev stressed that the Digital Code should not be adopted hastily.
At the time, the President explained that the code defines a system of comprehensive digitalization covering the economy, education, healthcare and public administration.
“The Digital Code cannot be adopted in a rush. This is a truly responsible and complex task. That is why parliamentary hearings on the development of artificial intelligence were held with the participation of experts and representatives of authorized bodies. A week ago, the Mazhilis adopted the Law on Artificial Intelligence in its second reading. This document was adopted in a timely manner. Foreign experts highly appreciate Kazakhstan’s actions, calling this law an important step toward creating a sustainable digital ecosystem,” Tokayev said earlier.
Key provisions of the Digital Code include:
Unified principles of digital legislation
The code establishes the goals, objectives and fundamental principles of digital regulation, forming a comprehensive legal framework for digital transformation.
Legal regime of digital objects
It defines types of digital objects, including digital data, digital assets, digital resources, software, digital systems and platforms.
Rights and obligations of participants in the digital environment
The code enshrines citizens’ digital rights, including the right to protect digital identity, as well as the responsibilities of participants in digital relations.
Digital identification and biometrics
It regulates digital and biometric authentication, as well as the use of digital data identifiers.
Digital public administrationThe code establishes the legal foundations of digital governance, including the state’s digital architecture and the development of “digital government.”
New technologies and data security
The document provides regulation for smart contracts, distributed systems and automated solutions, as well as measures to protect digital data and ensure cybersecurity.
It should also be noted that on January 9, the President signed the Law of the Republic of Kazakhstan “On amendments and additions to certain legislative acts of the Republic of Kazakhstan on digitalization, transport and entrepreneurship”.

In addition, Tokayev signed the Law of the Republic of Kazakhstan “On amendments and additions to the Code of the Republic of Kazakhstan on Administrative Offenses”.
