Another document in Kazakhstan now available online

Tengrinews.kz - Kazakhstanis can now obtain another official document in electronic format, citing the spokesperson for the Ministry of Justice, Talgat Uali.
According to Uali, previously a notary's executive endorsement could only be issued in paper form. To receive it, a person had to visit a notary in person, present the original documents, and then approach a court bailiff.

“A notary’s executive endorsement is a document used for the compulsory collection of debt. In other words, to recover money or property from a debtor, the notary makes a special note, an executive endorsement. For example, when there is a loan or lease agreement that has been notarized or includes a clause for notarial enforcement, the creditor can contact a court bailiff directly, bypassing the courts. This saves time and simplifies the debt collection process,” he explained.

Now the process has been simplified: the executive endorsement is issued in electronic format using the notary’s digital signature. The electronic document carries the same legal force as the paper version.
A personal online account has also been created, through which the debtor receives a notification and can submit objections. If there are valid objections, the notary is required to revoke the executive endorsement, as in that case the debt is no longer considered undisputed.
Previously, Kazakhstan digitized another step in the process of obtaining a driver’s license.
