Gov. Greg Abbott made clear his concerns with H-1B visas in a letter sent in late January to every major state agency and higher education institution in the Texas. The H-1B foreign worker program – meant to bring in highly specialized workers from abroad – should supplement our workforce, not replace it, he said.
