World's Largest Rodeo Implements Emergency Dress Code After Viral Videos: 'Put on Some Damn Clothes'
The Houston Livestock Show and Rodeo has been a Texas institution for 94 years, and this year, it had to implement a dress code.
What started as a few social media posts calling out revealing outfits at NRG Park quickly snowballed into a full-blown national conversation about what belongs at a family-friendly event — a debate so loud that rodeo officials felt compelled to act mid-event, updating their guest code of conduct during the final week of the three-week rodeo for the first time in its history.

The tipping point came when influencer Olivia Juliana posted a video that racked up over 2 million views. "Maybe I'm more conservative than I thought I was," she said, "because the videos and pictures I've seen from the Rodeo this year of people using a** cheeks as an accessory have appalled and disgusted me."

The online debate had a name before officials even responded — the "clubification" of the rodeo. Spring break crowds and an influx of out-of-town visitors had shifted the energy at NRG Park in a way longtime attendees found jarring, and social media amplified every outfit that crossed the line.
Carnival Fights at the Houston Rodeo
Then the carnival fights happened. Videos circulating on Saturday night showed large groups of attendees running through the carnival area as security broke up multiple physical altercations, forcing officials to shut the carnival down early as a precaution. The dress code update that followed addressed both issues simultaneously — though rodeo CEO Chris Boleman insisted they were separate matters.
"This is a family-friendly event. It's been that way for 94 years," Boleman said. "We have received the most complaints or comments or questions about dress code this year. We just felt like it was time to make a public statement about what our expectations are."
The updated policy bans clothing with obscene language or graphics, visible undergarments, excessively torn clothing, and outfits that expose what officials describe as "excessive portions of skin." As for where exactly the line is — Boleman declined to offer a specific hemline rule. "You know it when you see it," he said.
Enforcement falls to security staff, who are empowered to make on-the-spot calls. Guests who refuse to comply will be removed from the grounds without a refund — though officials say they'll work with people to find a solution first. Reaction from attendees at the gates has been largely supportive, with many citing the need to keep the event appropriate for children. Others have raised concerns about inconsistent enforcement and whether the policy unfairly targets women.
