History must not be allowed to dictate the present or future. The distortions in incentives that currently deter geographical diversification in the chip sector need to be addressed. If market failure, rooted in historical path dependence and restrictive incentives, creates a negative equilibrium that perpetuates the absence of an advanced chip ecosystem in India, it is entirely rational for GoI to intervene.
