Gurpatwant Singh Pannun, a Khalistani separatist, issued a threat against the DGPs/IGPs conference in Bhubaneswar. Pannun urged disruption of the event. The conference included Prime Minister Modi, Home Minister Shah, and NSA Doval. Odisha police heightened security in response to the threat.
