India has actively advocated for controlling the nuclear proliferation axis between Pakistan and North Korea, which is linked to the Abdul Qadeer Khan network, at the Tokyo Quad Foreign Ministers' meeting. Through intensive negotiations, India ensured the inclusion of references addressing the proliferation of nuclear and missile technologies related to North Korea in the joint statement.
