MANILA, Philippines — Most parts of the country will experience overcast skies with chances of light rains on Monday as the effects of the northeast monsoon, locally known as amihan, intensify, state meteorologists said. The Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (Pagasa) 4 a.m. advisory said the northeast monsoon affects Northern and Central Luzon.
