UN Security Council adopts new resolution on Afghanistan

The United Nations Security Council approved a new resolution on Afghanistan on Friday. The resolution was adopted with 13 votes in favour and two abstentions from Russia and China.

The resolution calls on the Secretary-General of the United Nations to appoint a special envoy for Afghanistan.

According to the resolution, the UN Secretary-General is to appoint a new representative in consultation with the Security Council, Afghan political actors, including Taliban officials, Afghan women, civil society, and countries from the region and the world in a timely manner.

The resolution also states that the UN’s special representative will strive to implement the recommendations of the independent assessment by Ferudin Sinirlioglu, the UN’s Special Coordinator for Afghanistan, while also having strong expertise in human rights and gender issues.

The proposed resolution by Japan and the United Arab Emirates calls for member countries of the Security Council and other organizations and countries involved in Afghanistan to cooperate in implementing these proposals.

The resolution emphasizes that the goal of pursuing these proposals should be a peaceful Afghanistan fully integrated into the international community and adhering to its international commitments and obligations.

The resolution also re-emphasizes the essential role of women in Afghan society, emphasizing the importance of their full, equal, meaningful, and safe participation in the community.

The resolution welcomes the decision of the UN Secretary-General to convene the next meeting of special envoys and representatives of countries on Afghan affairs, which took place for the first time in Doha in May 2023.

The United Nations Security Council resolution emphasizes that “a cohesive and integrated approach of all political actors inside and outside the United Nations is vital to establishing and maintaining peace in Afghanistan.”

The Council also requests the UN Secretary-General appoint someone committed to human rights as the special representative for Afghanistan to implement the organization’s intended programs without undermining the United Nations Assistance Mission in Afghanistan (UNAMA) mission.
