"How did Hamas manage to catch us off-guard? There were a series of failures on that day. First of all, there was the intelligence failure that we were not expecting the attack when it came and we were caught off-guard and we paid a heavy price in blood for that failure", a senior adviser to Prime Minister Benjamin Netanyahu told reporters in a webinar organised by Israel-Asia Center.
