Clement has won five of his six games since taking charge of Rangers last month following the sacking of Beale.
His Rangers side got close to ensuring a spot in the knockout rounds of the Europa League by beating Sparta Prague 2-1 at Ibrox on Thursday night.
It is a major turnaround from the last days of Beale when the fans turned on the team and the manager for poor performances and results.
McCulloch insisted that there is a real difference in the attitude between Clement and the previous Rangers boss.
He believes while Beale was a bit too friendly with the players, the Belgian has a certain fear factor and authority and he is getting the results to need a winning and competitive culture.
McCulloch said on BBC Radio Scotland: “He has got authority.
“Probably for the players, under the previous manager, maybe a little bit friendly with him and there was no authority.
“I think this manager, there is a little bit of fear factor with him.
“He spoke about building a winning culture, which so far he has done and a competitive environment.”
Clement has a chance to win his first trophy as Rangers boss when his side take on Aberdeen in the Scottish League Cup final next month.
