Oakland kidnapping suspect takes plea deal, will serve two years for assault with a firearm

OAKLAND — A Bay Area man accused of dragging a woman out of a business and into his car at gunpoint has agreed to serve two years in prison as part of a plea deal with Alameda County prosecutors, court records show.

Ramon Lupian, 43, pleaded no contest to assault with a firearm and in exchange prosecutors dismissed kidnapping and evading police charges against him. Lupian, who accepted the plea deal on March 22, will be able to serve most of the sentence in county jail, instead of state prison. His sentencing date has been formally set for September 2024.

Lupian was charged last January. Prosecutors alleged Lupian chased after a woman who frantically ran into a bakery on International Boulevard in Oakland to escape him. Lupian allegedly struck her with his pistol and forced the woman into his pickup truck. He then successfully evaded Oakland police officers’ attempts to pull him over, authorities claimed.

The woman was later located in another part of California.

Lupian has been in jail since Jan. 19 and will receive credit for the time he served so far behind bars, according to court records. The deal also requires him to pay a to-be-determined amount of restitution.
