It's possible to do almost everything you want on Broken Shore either alone or with a group of people that to whom you'll be moving. There are places such as the Sentinax feature that is a sort of cool attack of a command ship at a specific POI which can be moved around. It is possible to go there and not even form a group if prefer to participate with other players.

It is possible to complete the World Quests solo if you want, but there will be other players playing. The Legion assaults that send players to different parts within Broken Isles are also largely solo-playable until the final stage when you encounter a typical three-person scenario which you can join in on by yourself when you'd like. While you're at it, you'll be able to advance your reputation after you hit exalted. The threshold seal is given another patch. So you can continue doing your Emissary quests as well as continue earning rewards for this reputation. In the course of the assault the World Quests count towards the Emissary,though it affects the World Quests that are available in the Zone under attack, however you're getting better.

So , there's a ton of stuff you can do as a player that desires to be into the game for about half an hour for example, which is one of my activities.
