Pompey boss Danny Cowley revealed in an interview with BBC Radio Solent that Tottenham had denied the chance of the striker featuring in the match at Fratton Park, of which he fully respected the decision.
Cowley also admitted that Tottenham had already given indications that they would be able to select the 18-year-old from the next round of the competition.
Portsmouth booked their place in the third round after two penalties from Colby Bishop and Reeco Hackett-Fairchild’s opener secured a 3-2 win over their League One compatriots.
Tottenham, just like Portsmouth, will find out who they will face in the third round when the draw is made the home of current holders, Liverpool tomorrow evening.
Cowley said before the match took place: “Tottenham have said to us that they will allow him to play in the next round if we got through. That’s the communication we’ve had with them and we’re hopeful that we might have him for the next one. It’s absolutely the prerogative of the parent club to make that decision so we totally respect that.”

Tottenham are right not to risk Scarlett in cup matches given the prospect of him being cup tied before the likes of Harry Kane and Heung-min Son return from the World Cup. If the north Londoners do give permission from at least the third round stage in the right it has to be the right decision to further his footballing education.
