A document leaked to media indicates that despite the allocation of 68 million Afghanis for the construction of a school building in Zabul, so far, no practical work has started.
The document dated 2017 shows the Ministry of Urban Development and housing signed a contract with a private company “Tamim Amini Construction and Road Building”.
According to reports Afs40 million of the project have been spent but the school remains a ghost project in the Arghandab district of Zabul province, the report sparked outrage in the Afghan and the international community.
Meanwhile, Mahmood Karzai said, “there is no company, no project, and no land” indeed “nothing exists.”
In the leaked document sent to the president by the Finance and Administration Ministry’s deputy office, the leaked document says that the project was contracted and signed during the Tenure of Sayed Sadat Mansoor Naderi on 29/7/1397 Solar Hijri Callender, and was later renewed during the time of former Minister for MUDL, Mohammad Jawad Paikar, on 18/2/1399.
Khaama Press in an acquired document discovered that Sayed Mansoor Sadat Naderi had resigned on 12/3/1397 and his resignation was approved by the President on 21/3/1397.
Khatera Sadat, the current Deputy of Finance and Administration for MUDL said the contract for the construction of Sayed Kheli School was signed during Sayed Sadat’s tenure and is dated 29/7/1397 (about four months after Sadat’s approved resignation).
Hashmat Naseri, a spokesman for the Ministry of Urban Development and Lands, did not comment on the differences in a telephonic interview with Khaama Press but said that the issue of Sayed Kheli School in Zabul province is being investigated and that the results will soon be shared with the media and the public.
Mahmood Karzai Minister of MUDL said that according to some considerations Khatera Sadat’s authorities were reduced and disqualified.
The leaked company’s contract indicates that the issued date in the license is 29/7/1397 and the end date is 18/2/1399, this contract was clearly renewed from 5/1/1399 to 25/7/1399, and is signed by the former MUDL minister, Mohammad Jawad Paikar.
A source, who did not want to be named told Khaama Press that all the documents in regards to Sayed Khel school and its construction were a computerized forge and there are no original documents to the matter available.
Deputy administrator and facilitator for the ministry of state for peace has reacted to the letter the MUDL sent to the Administration Office of the president indicating that they should have initially completed their information over the school’s construction and “ then sent the letter to the authorities”.
The department has asked the Ministry of Urban Development and Housing to amend and correct their letter in regards to the Sayed Khel school construction project.
MUDL said in a statement that this ministry has instructed the “Department of Internal Audit and the Department of Supervision and Quality Control of this ministry to investigate the matter comprehensively” and have promised in case of Law violations, the violators will be reported to the judicial authorities, and detailed information in regards will be shared with the public”.
It is still unclear who and how misappropriated the Sayed Khel school construction budget, why forgery and forged documents were signed in MUDL, and why the deputy of Finance and Administration of this ministry got involved with media over the Zabul ghost school project, why she is dismissed? These are some questions the people are still waiting for an answer.
