Oregon's governor deployed the state police to try to round up 11 GOP senators who fled the State Legislature to thwart the passage of a cap-and-trade proposal to lower greenhouse gas emissions, but which would substantially increase the cost of fuel and potentially harm small businesses, truckers and the logging industry.
